There should be no strict dependencies on specific versions of the linux-libc-dev package, as this is the userspace component of the kernel headers which stands alone.
Either of linux-libc-dev 5.4.0-62.70 or linux-libc-dev 5.4.0-61.69 should satisfy all dependencies; but if you have network access from the live session at time of installation, apt will prefer the newer version from the archive. So you must have gotten updated package lists from the archive, but then somehow had a failure to download the actual .deb?
