main.log shows some obsolete packages. I have no idea about first one. It 
should be safe to remove these old linux-image packages.
Obsolete: hll2370dwpdrv:i386 linux-image-4.13.0-21-generic 
linux-image-extra-4.13.0-21-generic

apt.log shows 
Broken python-dev:amd64 Depends on python:amd64
Could you remove these development packages before upgrade? It should be safe. 
Still verify that necessary packages are not removed.
sudo apt remove python-dev python2-dev
Does it upgrade then?
