I don't have the links to document it right now, but it looks like the 'raspi' kernels forked from generic arm64 ones while there was a bug involving Transparent Huge Pages that warranted turning them off. That bug is long-fixed in arm64, but the raspi kernels appear to be keeping it as a vestigial workaround to a bug that doesn't exist.
