Thanks Shasheen for alerting me to this bug. We did indeed change the original gzip plugin to a filter in nbdkit 1.22 (see https://libguestfs.org/nbdkit-release-notes-1.22.1.html#Filters) However it seems as if Ubuntu is not packaging anything beyond nbdkit 1.16.
