I think the problem is in ibus-preferences, which had "English (US)" selected 
as its keyboard.
On the "Advanced" tab, I checked "Use system keyboard layout" (was unchecked 
beforehand).
That alteration has survived 2 reboots, with the keyboard setting now correctly 
reflecting the physical keyboard layout.

It would seem to be a mistake to have ibus-preferences duplicating (and 
overriding) the system keyboard setup, especially when it is hidden under 
"references", and not so easily found as the System / Keyboard settings.  
I also note that the Ibus-Preferences keyboard list appears to lack any 
reference to plain vanilla "English (UK)".

Something critical changed here between 18.04 LTS and 20.04 LTS.
