This also affected me. Downgrading grub using the instructions from comment #54/#55 fixed the issue, so this definitely seems to be a grub issue, and is still a problem as of version 2.04-1ubuntu26.4.
Running those instructions broke my encrypted drive setup; the instructions at https://gist.github.com/dragon788/e777ba64d373210e4f6306ad40ee0e80 fixed that (and describe why setting up the chroot that way caused the problem).
