I reproduced this with:
o. 10GB network card - Connected to network but with no DHCP on the network.  
This is a card I normally hard wire to direct connect to my NAS
o. 1GB network card - Connected to a network with DHCP

First attempt failed with this error.

On the second attempt, I disconnected the 10GB network card and
reinstalled.  / was reformatted.  /boot was an existing boot and was not
reformatted.  The second attempt worked.
