Thank you for taking the time to report this bug and helping to make
Ubuntu better. We are sorry that we do not always have the capacity to
look at all reported bugs in a timely manner. There have been many
changes in Ubuntu since that time you reported the bug and your problem
may have been fixed with some of the updates.

That said, the openjfx files are split among 3 packages: openjfx, 
libopenjfx-jni, and libopenjfx-java. For lib files in Bionic, take a look at

https://packages.ubuntu.com/bionic/amd64/libopenjfx-java/filelist

The javapackager from openjfx has been removed upstream and replaced by 
jpackager in OpenJDK.

Due to that openjdk no longer has any files under /usr/bin
