I would suggest you read through the past comments on this issue, and the design document you mention. For example, "put things in the XDG directories (~/.local, ~/.cache, ~/.config)" has been suggested many times; it's explained earlier in the comments here (e.g. comment #30) why that wouldn't work, and the same applies to an environment variable like $SNAPS_HOME.
