Ubuntu 12.04 is EOL and real world usage of RC4 is probably at an
historical low due to being broken. OpenSSL 1.1.0 dropped RC4 from the
DEFAULT ciphersuites which means that only 16.04 has support for it now.
This was confirmed by running the following on 16.04, 18.04 and 20.04:

 openssl ciphers -V | grep -F RC4

Only 16.04 returns something. As such, marking as fix released.
