This appears to be the case on my system (feisty fawn, emacs22). Inside emacs, if I press C-H v, then type "debian" and try to TAB-complete, no variables are found with the prefix "debian". So maybe the startup file /usr/share/emacs/site-lisp/debian-startup.el is not being executed? This file contains the function 'debian-startup' which is likely the thing that would load all the stuff under /etc/emacs/site-start.d.
