I don't know if this helps, but I have experienced similar issue. Might be a different reason, though.
1. connect phone (Oneplus 6) to computer and start large file transfer from there (~10GB or so). 2. Insert memory card to memory card reader on the computer 3. The system is really unresponsive until the phone transfer completes.
