I don't have fractional scaling enabled. I can enable it if you like? XWayland itself will get buffer.scale events just like any other Wayland client. As for how they get through to the X11 client toolkits, I don't know. Presumably mutter *should* be doing it in exactly the same way as it does when it's on raw Xorg, as it's still the window manager.
