Public bug reported:

1. I want to change "Switch to next layout" shortcut to Alt+Shift 
2. Open keyboard shortcuts settings, trying to change - NO effect. But it is 
possible to change shortcut to something like "Ctrl+X+Z". So I guess Alt+Shift 
is used by some other command that is *not visible on this screen*

As far as I know this bug has long long history and still not fixed. So
How you guys change shortcuts in 2020?
