I haven't seen/heard about this particular issue yet, maybe it is related to the specific intel model and/or firmware version - so if you could derive that from the host and let us know that might be helpful (if someone can find a similar model to cross verify then). That applies to both cases below.
It is not entirely clear from your report if: A) you have kept the host the same (if so please report what you used) and only switched the guest. B) you have used the same host in both cases and ONLY switched the guest between 18.04/20.04 ?
