The pulseaudio installed on my Ubuntu 20.04.1 systems is the following:
pulseaudio - 1:13.99.1-1ubuntu3.5
deleting ~/.config/pulse and reboot fixed the problem of sound being directed 
to builtin speakers instead of the headphones although headphones were selected 
as the output device.  Verified this on a Dell XPS labtop and an AMD desktop.  
Until 1:13.99.1-1ubuntu6 is released, I recommend deleting the config file and 
rebooting.
