More info: * ubuntu-driver install did not install nvidia-dkms-440 (had to be installed by hand) * Upon boot, /sys/bus/pci/devices/0000:01:00.0/power/control is set to `auto`, but the GPU is powered on. Setting it to `on` then to `auto` again powers down the GPU. * This temporary fix above survives suspend/resume
