In fact, what you describe is the *lack* of this feature: if the window manager handled remembering window sizes and positions, then no window would ever fail to remember its size or position. But because the window manager does not, it's up to each app (or each toolkit that apps are built with) to implement the feature on its own, which is why it works for some apps but not others.
We all want this feature, it's about figuring out how to do it.
