Actually the resolvconf binary is still present in Focal, shipped by resolvconf binary package. The resolvconf binary package is suggested by the openvpn binary package. So if you are facing any failure because of the lack of this binary you can install it and it will be fixed. About moving to resolvctl which is provided by systemd, I think this discussion would be better started directly in Debian, and if we come up with a good solution then Ubuntu will pick up the changes in the next merge.
