Public bug reported:

When more than one folder condition is specified, the action does not
appear in the Nautilus context menu.

EXAMPLE: action.desktop

EXPECTED BEHAVIOUR:
Action to be available in Nautilus context menu for files that are located in 
/usr/bin or /bin

OBSERVED BEHAVIOUR:
Action is not available anywhere.

SYSTEM:

```
