During my +1 maintenance I looked at both gkrellm2-cpufreq and cpufreqd (ppc64el arch only) both of which are depwait in groovy because Ubuntu does not have a libcpupower-dev package. If Ubuntu isn't going to provide the libcpupower-dev package we should blacklist packages which depend on it so people doing +1 maintenance don't keep spending time on it.
