Thank you Lazlo, going forward that is the process that I have it execute then.
On the SRU I'll "only" disable HTTPS on EFI roms and we can take a look if 
nothing else stops working but this case here would be fixed.

One question thou - asking for help to be able to make this an SRU at
soem point.

Vladislav initially reported the test could just be "qemu -bios ovmf".
I tried this in various Ubuntu releases like:
  qemu-system-x86_64 -bios /usr/share/ovmf/OVMF.fd
But without any other setup that properly gives the edk tianocore logo followed 
by some PXE tries and failing to boot. After the timeouts all passed it 
eventually gives me the UEFI shell.

I'd have hoped this behaves differently in Bionic (working) and Focal
(failing) per the initial report - but it seems to be the same.

My point is that I fail to recreate the bug in the existing releases,
which is a requirement (to be able to verify the fix) for the SRU.

@Vladislav (or @Lazlo since you said you can reproduce it) - is there
now a better way known how to trigger this.
