as I noted on the Gerrit, SQLAlchemy's pymysql / mysqlclient dialects
support SSL and the issue is that these options are not documented.  See
https://github.com/sqlalchemy/sqlalchemy/issues/5397 for the
documentation issue as well as how to use these parameters.

additionally I can find no background on the ssl->check_hostname
parameter for any of MySQL, MariaDB, or Galera so I believe this is
added in error.
