This commonly happens on Intel S5520HC, HCV and HCT motherboards. It's dual LGA1366 system, and this happens only in UEFI mode. Legacy works fine. I suspect BCD region in UEFI is marked read only, so grub and shim install fails. On this board I have to manually add boot entry and path to EFI executable. It's also impossible to completely install Ubuntu on this. Affects Intel's S5520UR, and WillowBrook systems.
