Public bug reported:

Before the upgrade to 20.04, I was able to use brz-debian to make Debian
packages from their tarballs using "bzr dh-build <version>
<source>.tar.gz" successfully without it crashing.

Since 19.10 will end support after less than two months, I have upgraded
to 20.04 LTS a month ago, and it went smooth until I tried to run the
same command used for building the Debian packages. When I run it, it
now crashes with AttributeError in create(). Also, it has created an
empty folder where the source code should reside.

I have expected the command to complete successfully without crashes
after an upgrade to 20.04 LTS.

When I looked up what this error means, it seems that the program tries
to call "initialize_on_transport" on "NoneType" in line 859 in
controldir.py. The stack trace tells the rest.
