The fact that a parmfile is currently needed for a subiquity installation is 
not ideal and there is a Launchpad bug open to change this: LP 1854513

You are welcome to join LP 1854513 and to click the green link in the upper 
area that says "Does this bug affect you?", to express the urgency of that 
ticket for you, too.

Regarding the DASD that you are using - is it a DASD ECKD or FBA?
Based on the size I assume it's a DASD FBA (z/VM EDEV) -- or a 3390 model54? 
(FBA support is in the works)
In case of a DASD ECKD, did you tried to add a VTOC and to (re-)format the disk 
at the 'Storage configuration' screen? Was the disk used and formatted prior to 
this installation?
