Fixed! gnome-shell-extension-ubuntu-dock/focal,focal,now 67ubuntu20.04.5 all [installed,automatic]
When I click the "Show Applications" button in the lower left, it brings up a matrix of application icons, which takes a page and a half. There are now correctly two dots on the right to match the two pages, and clicking on the dots works properly. I will open a new bug report - if the dock is on the right, the dots are hidden behind the dock.
