I have the same problem, even worse with a delay of 25 seconds between program start and dock update.
This is a fresh install of 20.04 LTS on a clean laptop with a wiped hard disk. schorsch@jbook:~$ lsb_release -a No LSB modules are available. Once, I deactivated that extension and the Ubuntu Dock showed again, I noticed the delay. However, I cannot say for sure if the delay has been there from the beginning.
