Experimenting some more: this isn't specific to rhythmbox, but to all
sounds (e.g., the sounds gdm makes on login are also affected)

I verified that I can temporarily fix the problem by rebooting.  I
haven't found any other way to stop the problem once it's started.

I did a suspend/resume after rebooting without triggering the problem.

I then did a second suspend/resume, this time while playing an ogg file
with the "play" command.  This time the problem did occur on resume.

I also tried controlling the volume with the volume applet and the
master slider on the gnome volume control, and the behavior is the same
as when I use the volume keys on the keyboard.
