I have this problem and the workaround (unmount and mount the Windows boot partition several times) didn't work. I've tried Ubuntu 18.04 LTS and Ubuntu 20.04 LTS Beta.
I've already tried minimal install with no updates, but the installer keeps stopping. I'm using a HP Pavilion laptop, with Windows 10 (UEFI and SecureBoot Enabled). Is there any other possible workaround? PS: I'm not sure if this is the right place to post this question, but I can't find any solution in other sites.
