You have been subscribed to a public bug: For the last few days the daily 20.04 pre-installed server image fails to boot correctly on a Raspberry Pi4 with 4G of memory. The image is called: focal-preinstalled-server-arm64+raspi.img.
The image available over the last weekend (18/19 April) failed to boot, and today's image boots but USB devices do not work (on both USB2 and USB3 ports). Please refer to bug #1872897 comment #4 which says that USB issues should have been fixed, but I'm not sure that they have.
