I've just upgraded to Kubuntu 20.04 beta and run straight into KDE bug https://bugs.kde.org/show_bug.cgi?id=419782 where kmail cannot connect to a dovecot IMAP server. This was working prior to the upgrade and the symptoms I see match what's reported in the bug.
