For the record: curtin did leak efibootmgr calls in some cases, the bug
has been by this curtin commit:

This subiquity commit pulls in the fix and drops the staging of
efibootmgr:

https://github.com/CanonicalLtd/subiquity/commit/ebd8101b5934b1497599fe00995a56d191a4f79f
