Setting the charge thresholds between 40 and 85 percent means that the
charge will **start** when the battery level will reach 40%, and
**stop** when it reaches 85%. And since the charger is plugged in, the
battery isn't used, thus the charge is not decreasing.

So, this is expected behavior.
