Public bug reported: Looks like font Noto is corrupted somehow. Using another 19.10 installation as a reference, I recovered by blind choosing a font using xfce4-settings-manager, going to font and choose any font. Then I checked many different fonts but Noto, all variants, gives no glyphs, only squares with ASCII codes.
I'm available for further info.
