This is a bug in Focal prerelease.

Third-party packages like Steam currently appear to Depend: upon python,
but nothing Provides: python, only Conflicts: python.

I believe that python-is-... should Provide: python so that packages
that expect to use /usr/bin/python aren't surprised.
