Public bug reported:
clevis v12 adds initramfs support, which means it can automatically
unlock a LUKS volume for /. Previously this was only available via
dracut, which isn't supported well in Ubuntu (bug 1814460)
Also adds compatibility with the version of tpm2-tools shipping in focal
(bug 1860136).
