Thanks for reporting. Lookin at the overview page, 19.10 shipped with version 3.7.5~rc1-2,but 3.7.5-2~19.10 is available as an update (https://launchpad.net/ubuntu/+source/python3.7). Based on the error message some of the packages are out of sync, so it tries to mix old and new ones.
Could you please run `sudo apt update` to check for updates. That should find the newest version of python3.7-dev, so it will attempt to install that instead. Normally this will fix such issues, but if the issue persists, please attach the output of `apt policy python3.7-dev`, this will show which versions apt knows about. When reporting bugs in the future please use apport by using 'ubuntu- bug' and the name of the package affected. This will automatically add version numbers and other debug information.
