The ubuntu-release-upgrader package is used when you run `do-release- upgrade` and move from 18.04 to 18.10, or in the future from 18.04 to 20.04 (future because it won't work yet as is enabled after 20.04.1 is released). I see no evidence of either of those release-upgrades occurring, so the package could be changed to 'linux' >From your description, and with your machine I'd be looking at your hardware.
