Public bug reported: GSConnect is installed, it doesn't show up in the top right menu. Other plugins exhibit the same behavior when installed and enabled.
I can turn the extensions on, which results in a blue 'On' button on the 'Installed Extensions' page (https://extensions.gnome.org/local/) However, a refresh of that page shows it is 'off' again.
