Thank you for taking the time to report this issue and helping to make
Ubuntu better.

I see no evidence of you trying to perform a release-upgrade (ie. bump
yourself to a later release of Ubuntu) which is the purpose of the
ubuntu-release-upgrader package. Thus the package change.  If I'm wrong,
please correct me via comment.

When you filed the bug it tried to grab information about your upgrade
from 18.04 to a later release, and not about your grub.

Please execute the following command only once, as it will automatically
gather debugging information better suited to your I believe 'grub'
issue, in a terminal:

apport-collect 1861531
