I see no evidence of you trying to perform a release-upgrade (ie. bump yourself to a later release of Ubuntu) which is the purpose of the ubuntu-release-upgrader package. Thus the package change. If I'm wrong, please correct me via comment. When you filed the bug it tried to grab information about your upgrade from 18.04 to a later release, and not about your grub.
