I replaced Ubuntu 19.04 with 18.04 LTS. The problem is still the same.
1. Power up computer
2. Ethernet icon does not show. "Wired..." does not show. No network access.
3. Restart computer (soft boot).
4. Ethernet icon returns as well as Internet access.

Note: I ran apport-collect 1860806 AFTER the reset process since I have
no Internet access before that time, so likely the problem will not be
obvious.

Is there a way I can run "apport-collect 1860806" after a power on boot
and send the data later when the Internet is working?
