"From what version to what version did you update?"
I did just one of the regular upgrades, no upgrade to a new ubuntu version. 
Unfortunately, I cannot say which packages were updated.

"What desktop do you use?"
I am using the kubuntu flavour, thus the desktop was kde. Maybe I should note 
that I enabled the kubuntu-backports (kubuntu-ppa-ubuntu-backports-eoan)

I added the result of journalctl -b 0. Please do not wonder, here I used
another kernel as I did, when firstly reporting the bug, however, the
issue is the same.

Some more observations:
- I tried different kernels (5.3.0-23, 5.3.0-26, 5.3.0-26-lowlatency). There is 
always the same behaviour. (This is in contrast to report #1859289, where 
lowlatency seemed to work)
- I tried also to connect to a hotspot created from my mobile, this also does 
not work (it also used wpa password protection).
- I tried to connect to a public access point without password protection. Here 
the wifi is working flawlessy.
