This premise seems incorrect to me. Gnome-tweaks variant switch worked for gtk applications only, not for shell theme. This is not really a bug, even if I understand not everyone might like the light variant. We decided at first to enable light shell because improved the visibility of some widgets (e.g. notifications popups) over a dark headerbar/titlebar.
