This premise seems incorrect to me. Gnome-tweaks variant switch worked
for gtk applications only, not for shell theme.


This is not really a bug, even if I understand not everyone might like the 
light variant. We decided at first to enable light shell because improved the 
visibility of some widgets (e.g. notifications popups) over a dark 
headerbar/titlebar.

Later on, as Cody observed, we changed the build system to always
release both light and dark variant shell themes, but this has not been
released yet (I guess you should have it using the PPA or the snap
package).
