You need to go to your Software Sources, to the Third-Party Software
tab and add that address as a repository. Then just go to terminal
and:
sudo apt-get update
sudo apt-get upgrade

...if you have the old versions installed. If not, just:
sudo apt-get update
sudo apt-get install mplayer mencoder
