Since Qt4Webkit support was dropped from python-qt4 in Bionic, this tool
fails to start.

ImportError: cannot import name 'QtWebKit

Unless ported to pyqt5, this should be removed from focal archive as
part of the Qt4 removal.

It is notable that no bugs reporting the failure to start in bionic have
been reported, so it looks like the usage and usefulness of this tool is
near to nil
