Public bug reported:

Hello,

I installed the Ubuntu 19.04 on x64 recently from a netboot image. The
target is connected to the internet though VPN in a different country.
During installation at one point the installer asks if the detected
timezone is correct, there it seem not to matter what I answer it will
skip to next step of installation anyway without giving me a chance to
set-up the correct timezone. I believe this might be an old skeleton in
the installer.

** Affects: debian-installer-netboot-images (Ubuntu)
     Importance: Undecided
         Status: New
