It's not clear to me why the desktop-bugs team was unassigned from this bug. The component-mismatches report shows that bbdb is a Desktop team package. If the unassignment happened because of a question of why the Desktop team is associated with bbdb it is because that package is listed in the "supported-development-desktop" seed under the following section:
