I just had this problem yesterday with Ubuntu 18.04 with all the updates and with a brand new Xiaomi Mi A3. Copying from the phone (Xiaomi Mi A2) wasn't that bad, I was with speeds around 20mb/s but copying the data back to the other phone was unreasonably slow. It would start at around 5mb/s and then quickly drop to around 60kb/s.
To me, enabling the USB Debugging didn't make any difference. To me, Android File Transfer ( https://www.omgubuntu.co.uk/2017/11 /android-file-transfer-app-linux ) worked as worked around, I managed to copy the files back at about 10mb/s.
