ibus-setup only makes a selection of XKB layouts available, and the basic UK layout is not one of those.
The XKB layouts available are hard coded in the file /usr/share/ibus/component/simple.xml, and a workaround would be to edit that file and simply add the layout you are missing. This issue is upstream in nature, and it would be great if you could submit an upstream issue: https://github.com/ibus/ibus/issues/ I don't know which criteria they used for the selection, and such an upstream issue would be a way to shed some light on the thoughts behind that file.
